You can’t appreciate the timing by looking at a few frames, but you can see where animator Grant Simmons starts and then goes to the extremes of the bear shouting at Spike. Notice Spike following along with him, and reacting.
Walt Clinton and Mike Lah also animated this cartoon for Tex Avery, released in 1952 by MGM. Pat McGeehan is the shouting bear.
It's interesting that Tex's last cartoon before his MGM sabbatical and his last theatrical cartoon at Lantz both ended up about characters wanting everything quiet and the different ways to foul things up (albeit the spin on the two cartoons was different, in that nothing affect the bear until the dog's wolf-whistle, while everything keeps Mr. Twiddle from sleeping).
